Abstract

This article addresses the blockage of parliamentary renewals in the major bodies of our institutional system. The analysis is structured in three sections, which aim to (1) describe the optimal functioning of the qualified majority parliamentary appointment model; (2) analyze the progressive degeneration of the model, with its phases, causes, and effects; and (3) present the main solutions proposed to correct the model’s dysfunctions, offering an additional alternative.
