Abstract

The article reflects on the political and constitutional significance of the legislative initiative of the Government nowadays. That is to say, on the preeminence of the Executive Branch in the function of promoting legislation and the role of the political parties at Parliament in this context. The article also analyzes the deconcentrated model of Government Bills drafting in Spain and its contrast with other existing models in Europe.
