The role of parliamentary diplomacy in Spain's access to the Council of Europe

Abstract
Spain became part of the Council of Europe through a unique procedure in which the Parliamentary Assembly of the Council of Europe urged the Committee of Ministers to invite Spain to join the International Organization.
This was possible due to work in the diplomatic and parliamentary spheres that was developed very quickly in the period between the general elections of June 15, 1977 and the effective entry on November 27 of the same year.
This work studies, on the one hand, the initiatives adopted by the Parliamentary Assembly of the Council of Europe to promote reforms towards the democratization of Spain. On the other hand, it studies the steps taken by the Government and parliamentary groups of the Cortes Generales to make the entry effective in a climate of great consensus and unity. Likewise, the foreign parliamentary support that accompanied Spain’s accession to the Council of Europe is studied.
