Relations of the Government with the “Cortes Generales”: Control and Accountability

Abstract

The work aims to analyse the content of Title V of the Spanish Constitution of 1978 pertaining to the relationship between the Government and the General Courts. The study does not focus per se on a legal interpretation, but rather centres its attention on the practical use of techniques for political control and responsibility, examining improper and inappropriate uses which the author has been able to verify first hand through parliamentary experience. The reform of the Regulation of the Congress of Deputies has become a true pending subject, such as the reform of the Senate or the modification of the Constitutional Regime concerning the Succession to the Crown or the approval of the Regulation of the Spanish Constitution to regulate the joint sessions of both Chambers.
