Forty Years of Parliamentary Law 1978-2018. Corsi e Recorsi of the Spanish Contemporary Parliament

Abstract

This work is about the evolution of the Spanish Parliament from 1978 to 2018. This is a very classical approach distinguishing between all subjects: individual –Members– and groups –Parliamentary groups-; governing bodies – Speaker, Bureau of the House and Board of Spokesperson-, and working bodies –Parliamentary Administration, Reporting bodies, Subcommittees, Committees, Plenary and Permanent Deputation; the competences of the Houses– legislation, political control, budget and so on; and parliamentary procedures. As a conclusion: there has been an evolution in some aspects of the Spanish parliament, but it remains as the main democratic body, and the only one which represents the sovereignty of the Spanish people according to the Spanish Constitution of 1978.
