Reflections on the Fluctuating Centrality of the Congress of Deputies under the Constitution of 1978

Abstract
The Spanish constitution of 1978 recognises the political centrality of the Parliament as the main institution of the social and democratic State that it establishes.
Over the course of its 40 years in force there have been a series of facts and situations that have determined the swing of said centrality, positively in some cases and negatively in others. The following article analyses the swings of one kind or the other.
