Abstract

In the last decade, broad demands for greater transparency and participation in the elaboration of public policies have arisen. The crisis of representation has caused governments to see transparency policies as a way to restore public confidence. The Spanish Constitution incorporated forms of participation in parliament such as the Popular Legislative Initiative or the right of petition. Since then, many national parliaments as well as many legislative assemblies of the autonomous communities use citizen participation tools. These mechanisms help strengthen the representative institution.
