Transparency in the Cortes Generales

Abstract
Openness is the natural evolution of transparency. The impetus for transparency experienced in these years must culminate in an Open Parliament that articulates the possibility of citizens to participate in parliamentary procedures. Active citizenship is a vital link between transparency and accountability. The Declaration on Parliamentary Openness affirms that it is this connection with the citizens that gives rise to a deeper parliamentary legitimacy. At an international level, we are working on platforms and tools for that Parliaments and civil society organizations can develop and implement plans of action on parliamentary openness. Spain has been a member since 2011 of the Open Government Partnership. His Open Government Guide has inspired many countries to initiate their action plan for parliamentary opennness. This will be the challenge of the Cortes Generales.
