Abstract

The article contains different reflections of the autor, who has been in active service as Legal Advisor of the Cortes during almost fifty years and living under two opposite poltical regimes which have been in place in Spain: the Franco Régime and its subsequently transition towards Democracy. The article offers an interesting comparative study on the functioning of the Spanish Transition towards the actual Democracy was undertaken, with the structuring of the new Chambers and the drafting of the 1978 Constitution under a “provisional” Parliamentary Standing Orders. It equally explains debates and the legislative procedure, as well as of the control procedures and the configuration of the form of Government.
