Abstract

On 10 March 2021, the President of the Autonomous Region of Madrid, Isabel Díaz Ayuso, decided to dissolve the Regional Parliament in advance, on suspicion that her then member of the governing coalition wanted to raise a vote of no confidence with the main regional opposition party.


The dissolution, which had not been yet published in the Official Gazette of the Autonomous Region of Madrid, was followed by the submission of two votes of no confidence in order to paralyze the dissolution, since it had not become effective in not being published.


Thus a legal-constitutional conflict arose which, resolved in the High Court of Justice of the Region, determined the prevalence of dissolution over votes of no confidence.
