On the Congress of Deputies’ standing orders and their functioning rules

Abstract
This paper reviews the main issues relating to the position and effectiveness of parliamentary rules in the system of sources of law, with special reference to the experience in the implementation of the Standing Orders of Congress of Deputies, and the existence of other types of regulatory acts of parliamentary law.
