The demands of Parliament’s deliberative activity in the Twenty-first century

Abstract
The parliamentary debate has undergone an unprecedented rationalization process in the practices of the Cortes Generales in recent decades. The binomial political message/true deliberation should not determine the demands of the deliberative activity of our Parliament since the approach to the issue should be multifocal, as is the reality of parliamentary activity in the 21st century.
Recovering the value of debate can help reconnect with citizens. The Standing Orders of the Congress of Deputies contain sufficient tools for this and allow for some practices that are proposed below.
