Normative function of Congress: procedures for its renewal

Abstract
This paper deals with a range of topics related not only to normative functions asigned to the Congress. Specifically, it examines several issues related not only to the legislative function in the strict sense, but also to others normative functions such as the parliamentary processing of constitutional reforms or of decree-laws.
On the one hand, it analyzes some deficiencies that persist in the current regulation of some abbreviated legislative procedures and should be reconsidered in a future reform of the parliamentary rules. On the other hand, it examines several circumstances raised by the parliamentary praxis that have arisen concerning the parliamentary processing of legislative initiatives and decree-laws in Congress recently. Theses situations are framed in a context of high parliamentary fragmentation and some of which are practically unprecedent in the Spanish parliamentarism.
