Normative function of Congress: procedures for its renewal

Abstract
The legislative function is inherent to any parliament and must remain so in the future. No matter how many new normative powers appear to overshadow it, none of them can boast something that only parliament has: representation of citizens.
During the 40 years of existence of the Congress of Deputies’ Standing Orders, the legislative procedure has effectively served to the rule-making process and has demonstrated, with hardly any need for modification, sufficient flexibility to adapt to changing political needs. In this paper, without seeking to cover them all, we set out some aspects for its renewal, which are focused in a double direction that is intended to be dynamic: a strengthening alternately outwards and inwards the parliament.
