Economic-budgetary role of the Congress of Deputies

Abstract
On the fortieth anniversary of the Regulations of the Congress of Deputies, a balance is made of the performance of said rule in the performance of this Chamber to enhance the exercise of the different parliamentary functions. Specifically, with respect to the economic-budgetary function, this article first deals with the difficult aim of defining the function itself and the consequences that derive from said definition. In particular, it analyzes how the reform of article 135 CE has affected the exercise of the economic-budget function by the Congress of Deputies. Lastly, the question of the role that corresponds to Congress in the event of possible excesses by the Government regarding its power of «budgetary veto» is addressed.
