The evolution of technological support services for the plenary sessions of the Spanish Senate

Abstract
In addition to the cultural changes brought about by the approval in 2013 of Law 19/2013, of December 9, on transparency, access to public information and good governance, which produced a modification in the way the Senate transmits abroad parliamentary work, in 2013 there was a reform of the Senate Regulations that allowed, for the first time, the exercise of the right to vote by senators by telematic procedure. This paper reviews these changes and the subsequent evolution of the telematic voting system, notably due to the incidents caused by the COVID-19 pandemic, and its integration with the new conference and voting system installed in the Chamber of the Senate in 2020. In addition, other computer services put into service for the better performance of parliamentary work are described: the voting organization program, the automatic transcription of sessions and the synchronization of texts and videos on the Senate website.
