Abstract

Our Cortes Generales run the risk of falling into a “suicidal” drift in terms not only of credibility and social perception, but also in attention to the substantial relevance of their powers. A progressive loss of parliamentary centrality is observed in the practical performance of the power sharing scheme designed by the constituent. To illustrate this impression, two phenomena are analyzed in relation to the exercise of parliamentary functions: one of an abusive type; another of withdrawal or abdication. A critical reflection is carried out regarding both and culminates with the proposal of two lines of redirection of the situation with the ultimate goal of revitalizing the representative institution, whose vindication continues to be necessary as a condition for the survival of the Social and Democratic State of Law.
