Amendments in the Legislative Procedure of the Senate

Abstract
The regulation on the amendments in the law-making process in the Senate is a key topic, taking in account, on the one hand, the constitutional position of the House inside the Spanish bicameral system, and, on the other hand, that the Senate may approve amendments to the bills sent by the Congress of Deputies within two months or twenty calendar days for the bills declared urgent.
The most important problems arise at the time to decide on the admissibility of the tabled amendments after checking they fulfil the formal and material requirements, and also, as a consequence of the possibility to approve modifications in the different moments of the law-making process.
