The Spanish constitutional court accepts the classification of amendments to sections as covert amendments to the whole bill, provided that the resulting inadmissibility is substantiated, that such classification is not grounded on a mistaken assumption a Commentary on the constitutional Court’s judgment 4/2018, of January 22, concerning the Appeal for Legal Protection num. 4931/2016. Abstract
The classification of amendments to sections as disguised amendments to the whole bill requires the assessment of inadmissibility to be motivated, not based on a mistaken assumption and not violating equal treatment.
