The Plenary as the Ultimate Expression of the Parliament: Reflections from the Assembly Hall

Abstract

Historically, the Parliament is identified with the Plenary session, as the joint meeting of all MPs, from which other functional bodies emerge. Nowadays, the Plenary continues to represent the solemn version of the House and, in the 21st century media democracy, it is the “scenario” in which all the relevant political episodes take place. This essay aims to reflect on the current reality of the Plenary of the Spanish Congress of Deputies, introducing some criteria for reform in order to restore the public´s attention on the debates, all within the frame of the defense of representative government as the only legitimate today, in which Parliament must be nuclear as the sole institution reflecting the will of the people.
