Reflections on the occasion of the 40th Anniversary of the Regulations of the Congress of Deputies

Abstract
The article from the author's intervention in the Conference held on the occasion of the 40th anniversary of the Regulations of the Congreso, in which the historical significance and usefulness of the same are positively valued, while the problems that this rule has caused over four decades are highlighted, particularly since 2008, with the accumulation of the economic crisis, the political crisis and the health crisis. In conclusion, there is a need to face reforms, recomposing and renewing the pillars that must support the Cortes Generales as the central institution of our democracy. Although the difficulties for a not merely cosmetic reform, aimed at facing with full determination the fundamental problems that arise today in the parliamentary institution, are also underlined.
