Public Speaking in Parliament

Abstract
Controversial, vilified, at times very effective, and in any case true reflection of the current agent of debate in the Houses – the parliamentary Groups– ideological positions, the parliamentary oratory forms a fundamental part of the representatives of national sovereignty’s work. Therefore, this analysis becomes specially necessary. There are trends in it, updated periodically, but there remain certain essentials that must be studied (speech, debate, basic and alternative texts), almost always followed by the voting in which MPs decide and express their will. All this is subject to the democratic review that conforms public opinion of the time, that likewise radiates its effects with a view to the following electoral period. The essay also meets the supposed alternatives to the parliamentary system, once schematically drawn the usual accusations that try to revile it, not always on grounds objective or which pretend a change to a viable or valid model for a democracy of the 21st century.
