Abstract
Resumen y comentario: Texto de extensión mediana, con trece Títulos y 108 (ciento ocho) artículos precedidos de un brevísimo Preámbulo, tan conciso como expresivo y no exento de elegancia. Enumeramos acto seguido los rasgos fundamentales primero los que en la terminología convencional se conocen como «parte dogmática y en segundo lugar los que integran la «parte orgánica».
